Under 19 CFR Part 111, only licensed U.S. Customs Brokers are authorized to prepare and file customs entries with U.S. Customs and Border Protection (CBP).

However, importers and exporters may engage qualified compliance consultants to coordinate, communicate, and oversee documentation among the exporter, importer, and the customs broker.

This service ensures that import shipments—particularly FDA-regulated food products—are properly coordinated for customs clearance in alignment with the Client’s Importer of Record (IOR) and/or FSVP Agent responsibilities.

  • • Require assistance in coordinating with a licensed U.S. Customs Broker for shipment clearance.
  • • Import FDA-regulated products that need aligned documentation between the exporter, importer, and customs broker.

Scope of Work

The Company shall provide Customs Clearance Coordination Assistance under the following scope:

1. Broker Liaison and Communication

  • • Coordinate directly with the licensed customs broker regarding shipment clearance requirements, documentation requests, and clearance status.
  • • Facilitate consistent communication between the Client and the broker.
  • • Relay notices, updates, and instructions from the customs broker related to examinations or inspections.

2. Documentation Alignment

Collect and organize documentation related to each shipment, for brokerage and regulatory alignment (including but not limited to:)
  • • Before Shipping
    • - Exporter name and contact details
    • - Product list, HS codes, and quantities
    • - Country of origin
    • - Invoice and packing list
    • - Bill of lading or airway bill (draft)
    • - Anticipated port of entry and estimated arrival
  • • Upon Arrival at Port
    • - Final bill of lading or airway bill (if applicable)
    • - Arrival notice
    • - FDA Prior Notice confirmation
    • - Customs bond details
    • - Any requested supporting documents by CBP or FDA
  • • After Clearance
    • - CBP entry summary (CBP Form 7501)
    • - FDA release notice
    • - Customs duty and tax summary
    • - Confirmation of cargo release and delivery order

3. Clearance Monitoring

  • • Track the status of customs entry submission progress.
  • • Notify the Client of any broker inquiries, customs holds, or requests for additional documents.

4. Information Relay and Support

  • • Communicate CBP or FDA-related updates as relayed by the customs broker.
  • • Facilitate prompt exchange of information between the Client and broker to help prevent clearance delays.
  • • Provide supporting documentation facilitation such as Prior Notice confirmation, product details, or FSVP status information.
  • • Supply the customs broker with verification information related to FSVP compliance, when applicable.
  • • Communicate any documentation inconsistencies identified by the customs broker and coordinate with the client to correct them.
