This service assists businesses importing consumer goods, cosmetics, wellness products, electronics, devices, and other non-food regulated products into the United States by providing shipment-specific Importer of Record (IOR) administrative coordination for one identified shipment. Services include shipment documentation coordination, importer designation support, customs entry coordination assistance, and shipment communication support.
All services are administrative and facilitative in nature and apply only to a single shipment. Services do not transfer product ownership, operational control, regulatory responsibility, or compliance obligations. Services do not include customs brokerage, legal advice, tariff classification, testing, certification, or regulatory approval.
Scope of Work
Importer of Record (IOR) Designation
- • Designation as Importer of Record for one identified shipment
- • Provision of importer information for customs entry coordination
- • Shipment-specific importer communication support
- • Administrative coordination related to shipment entry documentation
Shipment Documentation Coordination
- • Administrative collection and review of shipment records
- • Coordination of commercial invoices, packing lists, Bills of Lading, and origin records
- • Document completeness and shipment record coordination
- • Administrative confirmation of shipment document receipt
Clearance Monitoring & Communication
- • Shipment clearance status monitoring based on broker or client updates
- • Forwarding of shipment-specific regulatory communications, if received
- • Administrative shipment communication support during entry coordination
- • Shipment closure confirmation upon clearance, refusal, or regulatory conclusion
Prior Notice Coordination (Not Filing)
- • Coordination and verification of Prior Notice confirmation numbers submitted by client or broker
- • Administrative coordination support only
- • Prior Notice filing or amendments available under separate service engagement
Escrow Coordination Support
- • Administrative coordination of shipment-related escrow requirements, where applicable
- • Coordination support for duties, taxes, broker fees, and government charges
- • Escrow arrangement support through separate escrow agreement when required

Expedited shipment handling or after-hours coordination may be subject to an additional surcharge. Third-party costs, including duties, taxes, broker fees, storage, examinations, tariffs, and government charges, are billed separately.

- • All duties, taxes, tariffs, bonds, and third-party charges remain the responsibility of the client
Mandatory Prerequisites
1. FSVP & Qualified Individual (QI) Requirement
- For FDA-regulated products (food, dietary supplements, animal feed):
- • FSVP compliance is mandatory
- • A Qualified Individual (QI) must oversee the program
- • Consultare Inc. Group performs these functions under a separate FSVP/QI engagement, which is a prerequisite to IOR services.
2. Escrow Requirement (Pre-Funding Required)
- IOR services require a pre-funded escrow arrangement to cover third-party costs, including:
- • Duties and tariffs
- • Broker fees
- • FDA/CBP charges
- • Storage, demurrage, inspections
- Important:
- Services will not begin without escrow funding
- We do not calculate or guarantee these costs
- Escrow is governed under a separate agreement

- • $399 minimum, whichever is greater
- Expedited Service (Optional):
- • +30% surcharge (subject to availability)

• Payment of duties, taxes, tariffs, storage, or demurrage fees
• Prior Notice filing
• FDA detention resolution or appeals
• Harmonized Tariff Schedule (HTS) code verification
