Scope of Work

Commodity and Ingredient Eligibility Review

- Assess product admissibility based on composition and origin using USDA’s ACIR and VS databases
- Identify ingredient-specific restrictions, import conditions, and required veterinary documentation
- For multi-ingredient products:
- ○ Determine if individual ingredients are regulated separately
- ○ Create an ingredient eligibility matrix to guide permit coverage

The Company does not assume importer responsibilities, certify admissibility, conduct gap assessments, or guarantee approval.

Application Preparation

- Collect and validate importer, manufacturer, facility, and contact information
- Collect and assess product- or ingredient-level information, including:
- ○ Scientific names and animal origin (species, country of origin, and country of export)
- ○ Intended use (e.g., pet food, fertilizer, research and development)
- ○ Processing methods and treatment documentation
- ○ Packaging configuration, shipping method, and product labeling
- Review supporting documentation for completeness prior to submission (e.g., veterinary certificates, treatment documentation, supplier declarations, product specifications, and other applicable supporting documents)

USDA eAuthentication and VSPA Account Setup (for initial applications)

- Assist client in establishing USDA eAuthentication access and configuring the Veterinary Services Process Streamlining system (VSPA), if not already active
- Add company information, authorized contacts, and assign application access

Application Submission and Monitoring

- Submit the application(s) on behalf of the client
- Communicate with USDA-APHIS to address requests for additional information or clarification
- Includes up to two (2) application resubmissions, revisions, product replacements, or alternative submissions per article/commodity. Additional work beyond this limit is subject to additional fees.

Permit Issuance and Acceptance

- Confirm and review permit conditions
- Accept final permit in eFile and forward USDA-issued copy to the client

Special Case: Multi-Ingredient Products Regulated Per Ingredient

If USDA requires each ingredient in a product to be permitted separately, we will:

- Perform individual eligibility reviews per regulated ingredient
- Prepare and submit separate applications as needed
- Coordinate all submissions under a centralized USDA eFile account
- Provide a consolidated permit tracking matrix to assist with recordkeeping and entry compliance

Where additional commodities or articles are identified, we will notify you and confirm scope in writing before any additional work is performed or fees are incurred.

Post-Issuance Support

- Provide guidance regarding permit renewal
- Provide recommendations for future correspondence with USDA APHIS
