USDA Animal Byproducts Import Permit Processing

Bringing your animal-derived materials to the U.S.—compliant, efficient, and ready for entry

Importing animal-derived products into the U.S. requires more than a clear product description—it demands regulatory precision. Our Veterinary Services (VS) 16-3 Import Permit Processing Service is designed to support exporters and U.S. importers of animal byproducts by managing all steps required under USDA Animal and Plant Health Inspection Service (APHIS) Veterinary Services regulations. Whether your product is a single commodity or a complex formulation, we help ensure each ingredient meets U.S. import requirements with clarity, compliance, and confidence.

Regulatory Basis

  • 9 CFR Part 94 – USDA APHIS Veterinary Services regulations for controlled animal product imports
  • Application submission through the APHIS eFile system

Who This Is For

  • • U.S. importers of animal byproducts (e.g., processed proteins, pet food ingredients, rendered fats, tallow, dairy derivatives)
  • • Exporters seeking U.S. entry clearance for multi-origin or mixed-ingredient animal-derived products
  • • Customs brokers, logistics coordinators, and trade compliance professionals handling APHIS-regulated shipments

      ○ Scientific names and animal origin (species, country of origin, country of export)
    • ○ Intended use (e.g., pet food, fertilizer, R&D)
    • ○ Processing method and treatment documentation
    • ○ Packaging, shipping method, and labeling

Special Case: Multi-Ingredient Products Regulated Per Ingredient

  • If USDA requires each ingredient in a product to be permitted separately, we will:
    • • Perform individual eligibility reviews per regulated ingredient
    • • Prepare and submit separate applications as needed
    • • Coordinate all submissions under a centralized USDA eFile account
    • • Provide a consolidated permit tracking matrix to assist with recordkeeping and entry compliance
